TTPS Advances Police Station Council Revitalisation Through PSC RESET 2026

The Trinidad and Tobago Police Service (TTPS) has advanced its programme to strengthen Police Station Councils across the country through the implementation of PSC RESET 2026, an initiative aimed at revitalising police-community partnerships and moving Station Councils towards greater accountability, participation and measurable community impact.

A coordination meeting chaired by Deputy Commissioner of Police, Operations, Suzette Martin, brought together Police Station Council Presidents and senior members of the TTPS command structure, including Assistant Commissioner of Police Rishi Singh, Senior Superintendent Vernley Gift and Senior Superintendent Tonya Pierre-Gopaul.

The meeting followed an earlier engagement between DCP Martin and Police Station Council Presidents and represented the next stage of the programme—moving “From Listening to Action.”

During the discussions, Presidents welcomed the introduction of PSC RESET 2026 and the renewed focus being placed on strengthening the role and effectiveness of Police Station Councils.

DCP Martin said the revitalisation is intended to ensure that Station Councils become increasingly responsive to the communities they represent.

“Our objective is not simply to have more meetings. We want our Station Councils to become stronger bridges between the Police and the communities we serve—places where people are heard, concerns are followed through, partnerships are built and results can be seen.”

Discussions focused on several priority areas, including national coordination and oversight, reporting and accountability, revitalisation of non-functional Councils, training and capacity building, stakeholder participation and stronger coordination between Station Council Presidents and Police Commanders.

Consideration was also given to establishing a structured Police Station Council Presidents’ Body, which would provide Presidents with a mechanism to share experiences, identify common challenges, exchange good practices and contribute to the continued development of Station Councils while maintaining the established TTPS command structure.

August to December Implementation

PSC RESET 2026 will be implemented through five phases:

August – RESET: Listen. Assess. Coordinate.

September – RECONNECT: Strengthen Councils and Partnerships.

October – ACT: Introduction of the One Station–One Community Project, under the banner “Every Station. One Solution.”

November – DELIVER: Strengthening accountability through “You Spoke. We Did.”

December – SUSTAIN & SERVE: Review progress, recognise achievement, establish priorities for 2027 and facilitate Station Council participation in Operation Festive Shield 2026 community safety and outreach initiatives.

DCP Martin emphasised that Regional ACPs, Divisional Commanders, Inspectors and Station Council Presidents all have an important role in ensuring the success of the initiative.

“We have listened to our Presidents. We have brought our Commanders to the table. Now we must act. Every priority must have an action, a responsible person and a timeline. Ultimately, our success will not be measured simply by the number of meetings held, but by what changes in our communities because we worked together.”

The programme will also focus on strengthening the capacity of Station Councils in areas such as leadership, effective communication, conflict resolution, Crime Prevention Through Environmental Design (CPTED), project management, community problem-solving and Monitoring and Evaluation.

Police Station Council Presidents expressed support for the renewed direction and welcomed the opportunity for closer engagement with TTPS leadership and their respective Police Commanders.

PSC RESET 2026 is being advanced under the theme:

“Safer Communities Through Stronger Partnerships.”
