Senator the Honourable Dominic Smith, Minister of Public Administration and Artificial Intelligence and President of the Caribbean Telecommunications Union (CTU), presided over the 32nd General Conference of Ministers during CTU ICT Week 2026 in French Guiana.
The General Conference brought together Ministers and high-level government delegations from across the Caribbean to consider strategic priorities shaping the region’s technology and telecommunications agenda, with discussions focused on strengthening regional cooperation, resilience, inclusion and the Caribbean’s collective positioning in an increasingly interconnected global environment.
In welcoming delegates, Minister Smith underscored the importance of moving regional dialogue towards coordinated action, particularly as Caribbean states confront shared challenges and opportunities arising from artificial intelligence, cybersecurity, infrastructure development, connectivity and the rapid evolution of emerging technologies.
Minister Smith also facilitated a Ministerial Caucus focused on aligning national and regional roadmaps around future-driven priorities. The session provided Ministers with an opportunity to share their respective national priorities and identify areas where greater regional coordination could accelerate implementation, strengthen resilience and support a more integrated Caribbean technology ecosystem.
Among the major areas considered was a High-Level Dialogue between Caribbean and European representatives on Digital Sovereignty in the Light of Regional Integration. The Conference also addressed the Regional Digital Infrastructure Plan for the Caribbean, infrastructure resilience, the Caribbean AI Task Force Report and regional coordination ahead of the ITU Plenipotentiary Conference 2026.
As CTU President, Minister Smith continues to advocate for stronger regional collaboration that converts shared Caribbean priorities into practical action, strengthens the region’s collective voice internationally and positions technology as a driver of resilience, opportunity and sustainable development.
CTU ICT Week 2026 is being held in French Guiana from September 20 to 24, bringing together policymakers and regional and international stakeholders to strengthen cooperation and advance a Caribbean technology agenda that is resilient, inclusive and equipped for the future.
