The Ministry of Education (MOE) hosted a comprehensive forum with secondary school principals on Wednesday, bringing together educational leaders to discuss the government’s strategic vision for transforming the national education system.
Minister of Education Dr. the Hon. Michael Dowlath, along with senior ministry officials, engaged with principals from all government and government-assisted secondary schools in the “Leadership in Motion – Action Plan Forum.” The event also welcomed eighteen School Supervisors III representing the seven Education Districts across Trinidad.

The forum served as a platform to share the Ministry’s strategic vision, solicit feedback from school leaders, and promote collaboration to strengthen the education system. Permanent Secretary Claudelle Mc Kellar emphasized the critical role principals play in educational transformation.
“As Principals, you are not only the guardians of our schools… but also the visionaries who must help translate national educational policies into meaningful daily experiences for our children,” Mc Kellar stated. “It is your blend of leadership and pragmatism that will bridge the gap between strategy and practice, ensuring that ideas become impact.”
The Ministry outlined twelve priority initiatives that form the backbone of their strategic approach:
- Universal Screening and Development Tracking
- Parental Engagement and Support
- Indiscipline Management
- Strengthening of TVET Education
- Priority Schools Project
- Teacher and Administrator Development
- School Supervision and Leadership
- Homework Centres
- Curriculum and Assessment Reform
- Infrastructure and Resource Enhancement
- Human Resource Management
- Legislative and Governance Improvements
Additional focus areas include strengthening school nutrition and cafeteria policies, prompt filling of vacancies, and the introduction of digitally enhanced AI-generated textbooks.

Minister Dowlath urged the approximately 125 principals in attendance to adopt a proactive, values-based approach to school leadership that extends beyond traditional boundaries.
“Your leadership extends beyond the walls of the school. In today’s world, the ability to communicate effectively with society is not optional, it is essential,” the Minister emphasized. “You are the bridge between the education system and the communities we serve. By engaging openly and meaningfully with parents, stakeholders, and the wider public, you not only strengthen trust in our institutions but also ensure that the voice of education remains central to national development.”
The forum fostered active participation, with principals raising critical questions and concerns about various operational aspects including staffing and vacancy management, infrastructure improvements, school security, promotional procedures, and enhancing communication channels between the Ministry and school leadership.
The Ministry reaffirmed its commitment to empowering school leaders and fostering stronger partnerships across schools, families, communities, and national stakeholders. This collaborative approach aims to ensure every student receives the best opportunities to succeed in their educational journey.
