T&T Signs MOU With Canadian Commercial Corporation (CCC)

The Government of the Republic of Trinidad and Tobago (GORTT) and the Canadian Commercial Corporation (CCC) today formalised a Memorandum of Understanding (MOU) to strengthen bilateral cooperation and accelerate the delivery of priority projects across multiple sectors. The agreement was signed by Senator the Honourable Dr Kennedy Swaratsingh, Minister of Planning, Economic Affairs and Development; Minister in the Ministry of Finance; and Acting Minister of Foreign and CARICOM Affairs on 30th September, 2025 at the headquarters of the Ministry of Foreign and CARICOM Affairs.

The MOU builds on a prior agreement signed in 2013 that focused on defence and security cooperation and extends the partnership’s scope to enable Government-to-Government procurement and project delivery. By leveraging the CCC’s 75-year track record in supporting Canadian business engagement and delivering complex projects internationally, the agreement provides a practical mechanism to secure high-quality goods, services and expertise for Trinidad and Tobago’s national development.

The framework enables collaboration across several strategic areas, including infrastructure, information and communications technology, aerospace, agriculture, security and clean energy.

These sectors have been identified as central to the country’s economic transformation agenda and to the completion of unfinished capital projects that will support growth and resilience.

The GORTT anticipates a number of tangible benefits: improved procurement efficiency through Government-to-Government arrangements that reduce project risk and accelerate delivery; strengthened accountability guided by environmental, social and ethical principles; enhanced capacity building and knowledge transfer through anchored Canadian technical expertise; and increased private sector engagement driven by joint ventures, technology transfer and skills development.

Senator the Honourable Dr Kennedy Swaratsingh described the MOU as an evolution of the bilateral relationship that honours past cooperation in security while opening new opportunities in technology, infrastructure, agriculture and clean energy. He emphasised that the arrangement positions Trinidad and Tobago to pursue transformative projects in a way that safeguards public finances and modernises state capacity.

The Ministry of Planning, Economic Affairs and Development, working with the Ministry of Foreign and CARICOM Affairs and relevant sector ministries, will begin identifying priority projects for implementation under the MOU and establishing the administrative arrangements required for Government-to-Government engagement with the CCC.
