Cleaner Fatally Shot At Port-Of-Spain Shopping Complex — Minister Lee ‘Deeply Saddened’

Minister of Housing, Dr. David Lee, has expressed deep concern and sympathy following the tragic shooting incident that occurred on the afternoon of Wednesday October 15th, 2025, at the Port-of-Spain Shopping Complex, Charlotte Street (formerly – East Side Plaza). The Port-of-Spain Shopping Complex is an agency of the Ministry of Housing.

Preliminary reports indicate that Mr. Kawando Guillium, a cleaner employed at the facility, was shot outside the staff lunch room around 3:45pm. According to a report from the Trinidad and Tobago Police Service, Mr. Guillium succumbed to his injuries at the scene.

It is understood that two assailants entered the compound, called out to the victim, and opened fire before fleeing. The matter is currently under active police investigation.

Minister Lee extends condolences to Mr. Guillium’s family, and he has described the event as “a tragic and senseless act of violence that has left the staff and wider community deeply shaken.”

“We are devastated by this incident and grieve with the family and colleagues of Mr. Guillium. The safety and well-being of all workers within State-managed facilities remain a top priority for this Ministry,” Minister Lee stated.

In immediate response, Dr. Joanne Spence, Operations Special Advisor and Head of the Port-of-Spain Shopping Complex, has been tasked with coordinating counselling and support services for affected employees. Staff members who require assistance are encouraged to contact Dr. Spence directly at 624-7581.

The Ministry of Housing is awaiting the official security report on the incident and will continue to work closely with law enforcement to ensure the safety and security of all tenants and staff operating within the complex.

Minister Lee added that the “Ministry will review the findings of the security report and take all necessary measures to strengthen safety protocols across all our facilities.”
