Energy Ministers Hold High-Level Talks With Halliburton and Noble Corporation

Trinidad and Tobago’s Ministry of Energy and Energy Industries hosted senior leadership from Halliburton Trinidad Limited and Noble Corporation on Monday, March 9, 2026, at its International Waterfront Complex headquarters in Port of Spain.

Leading the Government delegation were Minister of Energy and Energy Industries, Dr. the Honourable Roodal Moonilal, and Minister in the Ministry, the Honourable Ernesto Kesar. They were joined by Permanent Secretaries (Ag.) Ms. Karinsa Tulsie and Mrs. Ava Mahabir-Dass, Chief Technical Officer Mr. Marc Rudder, and Ms. Ayasha Nickie, Director of the Downstream Petroleum Management Division.

Halliburton’s delegation was led by its President and Chief Executive Officer, Mr. Jeff Miller, accompanied by Mr. Francisco Tarazona, Senior Vice President for Latin America; Mr. Franco Delano, Vice President, Caribbean; Mr. Santiago Zambrano, Operations Manager for Halliburton Trinidad and Suriname; and Mr. Shivanand Pancham, Business Development Manager for Halliburton Caribbean. Noble Corporation was represented by its Chief Executive Officer, Mr. Robert Eifler.

During the meeting, both companies presented updates on their current activities in Trinidad and Tobago as well as across the broader Latin American and Caribbean region. Discussions centred on ongoing collaboration and strategies to strengthen partnerships in support of the country’s upstream oil and gas operations and its wider energy services industry.

The Ministry took the occasion to recognise Halliburton’s enduring presence in Trinidad and Tobago, noting the company’s more than seventy years of engagement in the local energy sector — a tenure that has seen the oilfield services giant support successive phases of the nation’s upstream development.
