On Wednesday, March 4, 2026, Dr. the Honourable David A. Lee, Minister of Housing, along with Senator the Honourable Anil Roberts, Minister in the Ministry of Housing, led a delegation from the Ministry of Housing to Tobago to meet with Assembly Member Ricky Joefield, Secretary Housing, Settlements and Public Utilities and Councillor Petal-Ann Roberts, Secretary of Finance, Trade and the Economy, Tobago House of Assembly (THA) to advance discussions on the Courland Infrastructure Development Project (Phase II), Tobago.
The meeting was held at the offices of the Division of Housing, Settlements and Public Utilities (DHSPU), corner of Glen Road and Glen Road Branch #1, Scarborough, Tobago.
The meeting formed part of ongoing efforts to strengthen collaboration between the Ministry of Housing (MoH) and the THA to advance housing and infrastructure development initiatives within Tobago. Discussions focused on preparations for stakeholder consultations to formalise arrangements necessary for the execution of infrastructure development works in Tobago.
The Courland Infrastructure Development Project represents a key initiative aimed at facilitating the development of serviced residential lands in Tobago. Through this collaboration, both organisations are working to ensure that the necessary infrastructure is established to support safe and habitable communities, including improved access to potable water, sanitation, electricity, and emergency services. The project is also intended to strengthen the overall quality of life for residents by promoting sustainable and well-planned housing development within the area.
Following the formal discussions, the delegation from the MoH, along with Administrators and technical officers of the DHSPU– THA, conducted a site visit to the Courland Housing Settlementto gain a first-hand understanding of the existing conditions and the scope of infrastructural works required under the project. The visit allowed officials to assess the area and engage in technical discussions regarding the development requirements necessary to advance the project.
Following discussions with teams from the Divisions of Housing, Settlements and Public Utilities and Finance, Trade and the Economy, Ministers Lee and Roberts held discussions with Mr. Ashworth Jack, Liaison Coordinator of the Office of the Prime Minister, Central Administrative Services Tobago, to discuss matters related to the further development of Tobago.
The Ministry’s delegation also included Mrs. Shanmatee Singh Ng Sang, Permanent Secretary (Ag.); Mr. Romel Ramarack, Technical Programme Coordinator; and Ms. Latoya Crosby, Monitoring and Evaluation Specialist within the Programme Monitoring, Coordinating and Evaluation Unit.
The Ministry of Housing reaffirms its commitment to working collaboratively with the Tobago House of Assembly to successfully bring the Courland Infrastructure Development Project Phase II – “Land for the Landless” initiative to fruition, as part of the Government’s continued efforts to expand housing opportunities and support sustainable community development across Trinidad and Tobago.
