Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago and Commander-in-Chief of the Armed Forces, today, Monday 25 May 2026, administered the Oath of Office and presented the Instrument of Appointment to Ms Jacqueline Wilson as Member and Chairman of the Elections and Boundaries Commission during a ceremony held at The President’s House.
Ms Jacqueline Wilson is a former Permanent Secretary in the Ministry of Local Government and a Director in the Governance and Institutional Development Division of the Commonwealth Secretariat.
Ms Wilson holds a Master of Arts in Political Science with a major in Human Resource Management and a Bachelor of Arts with Honours in Public Administration from the University of Windsor, Ontario, Canada.
Ms Wilson helped to establish the first Ministry of Public Administration and Information. She served as the first Secretary to the Police Complaints Authority and contributed to the organizational redesign of the Environmental Management Authority. She later helped to set up the Ministry of Digital Transformation, guiding its institutional development. As Permanent Secretary from 2002 to 2006, Ms. Wilson created the Ministry of Public Administration into a major public service platform, supporting public sector-wide reform initiatives such as the Government Human Resource Service, the Government Information Service and the ttConnect Service Centre.
From 2007, Ms Wilson was at the Commonwealth Secretariat in London where she supported public sector development across Commonwealth member states including those who were experiencing political and administrative transition, helping newly elected administrations align structures, priorities and delivery systems with their policy agenda.
From 2010 until her retirement, Ms Wilson acted as the Permanent Secretary in the Ministry of Local Government. Since retiring from the Public Service, she has continued to provide high-level strategic advisory support to governments, ministries, statutory authorities, and regional institutions. Her work has included serving as Chief Digital Transformation Adviser in the Ministry of Digital Transformation; Deputy Chairman of the Environmental Management Authority and Chairman of its Human Resource Committee; and Deputy Chairman and Human Resource expert on the Police Service Manpower Audit Committee.
Her contribution to national development and public administration has been formally recognised through the Public Service Medal of Merit (Gold) in 2017 and the Gordon Draper Award for Public Service Transformation in 2023. She was also recognised as one of the fifty (50) Most Influential Public Servants in Trinidad and Tobago.
