Carnival City in Tobago once again came alive; this time with melodious steelpan music. Pan Trinbago Tobago Region staged the first Tobago Panorama dubbed “Pan Omega.” Tobago’s pan bands competed in small and large categories. In the end Kersh Ramsey’s arrangements in both categories gained his bands the winning spots.
