A structured framework for cooperation to promote and protect consumers in matters relating to telecommunications and broadcasting services is the primary purpose of the Memorandum of Understanding (MoU) signed between the Telecommunications Authority of Trinidad and Tobago (TATT) and the Consumer Affairs Division (CAD) of the Ministry of Trade, Investment and Tourism.
Through coordinated and formalised complaint handling, information sharing, consumer education and other collaborative initiatives between TATT and the CAD, both parties intend to work towards improving Trinidad and Tobago’s global standing regarding its digital regulatory framework.
Among other areas, TATT will provide technical or regulatory guidance on consumer affairs matters pertaining to the telecommunications and broadcasting sectors; and collaborate with the Ministry to develop and execute public information campaigns on topics of mutual interest.
Mr. Kurleigh Prescod, TATT’s Chief Executive Officer said TATT is exceedingly excited to establish this MoU with the CAD to strengthen our collaborative efforts, to better protect and promote the interests of consumers of telecommunications services, and other services from telecommunications service providers.
The collaboration between TATT and the Ministry’s CAD will address matters relating to the telecommunication and broadcasting sectors and may include streamlining processes to reduce duplication while improving the consumer experience; sharing relevant, non-confidential complaint data, trends and regulatory information to support effective consumer redress and any other information reasonably required to fulfil the objectives of this MOU; and building capacity and collaboration on the investigation, escalation, and resolution of consumer complaints, including referrals to the appropriate Party to promote fair, timely and transparent outcomes for consumers.
The MoU was executed at the Ministry of Trade, Investment and Tourism on Friday 25th September 2026 by Mrs. Abigail Bynoe, Permanent Secretary in the Ministry of Ministry of Trade, Investment and Tourism and Mr. Kurleigh Prescod, CEO of TATT.
