The Office of the Chief Secretary has extended its deepest condolences to the family, friends and loved ones of the late Allan Richards, describing him as a distinguished public servant, visionary businessman and proud son of Tobago whose lifelong contributions helped shape the island’s development.
Richards began his tenure with the Tobago House of Assembly (THA) on April 1, 1983, where he played an instrumental role in establishing the Planning Department. His service and leadership saw him rise through the ranks, serving as Clerk of the Tobago House of Assembly in 1988.
From 1996 to 2008, Richards served as the first Chief Administrator of the Tobago House of Assembly under Act No. 40 of 1996, providing what the Office of the Chief Secretary described as steadfast leadership and making significant contributions to the advancement of public administration in Tobago.
Beyond public service, Richards was also a respected figure in the construction and hospitality sectors. As Chairman of Towers Hospitality Group, he played a pivotal role in strengthening Tobago’s tourism industry, including through his partnership in establishing the Comfort Inn and Suites in Scarborough, a project the Office of the Chief Secretary said stands, among many others he undertook, as a lasting testament to his commitment to the island’s economic growth and development.
Richards’ contributions were recognised through several of Tobago’s highest honours. At the 2023 Tobago Day Awards ceremony, he received the Tobago Medal of Honour (Gold) for Public Service and Entrepreneurship. In 2025, he was further honoured with the Legacy of Leadership Award at the Public Service Legacy Awards ceremony in recognition of his distinguished service.
The Office of the Chief Secretary said Richards’ visionary leadership and unwavering commitment to nation-building have left an enduring legacy that will continue to inspire future generations.
“May his family find comfort in the knowledge that his life and legacy will be remembered with deep respect and gratitude,” the Office said in its statement.
