Prime Minister Dr. Keith Rowley is refuting claims being made by the Opposition UNC, that plans to establish Diego Martin and Siparia as boroughs is a ploy to create a “PNM leaning” in the constituency held by Opposition Leader Kamla Persad-Bissessar .
